On-the-Job (OJT) and Customized Training provide unique opportunities for participants who already possess some job-related skills and the knowledge to “learn as they earn”. By participating in training as an employee, the participant not only acquires new skills and knowledge, but also receives the same wages and benefits as current employees in same or similar positions. The employer benefits by being reimbursed for part of the participant’s wages during the training period, while having the services of a full-time employee.

Workplace Literacy, The Tarrant County Adult Education and Literacy Consortium (TCAELC) provides educational and career enhancement training opportunities for adults in Tarrant County that may be struggling due to limited education.
- We can provide free classes at businesses and organizations contextualized to their industry for employees or the community
- We work with individuals that need workplace related training in conjunction with language and/or basic skills training
- To qualify, your employees must be age 19 or over, need help with learning English or basic education skills (Math, Reading, Writing), even if they have their high school diploma
Internships help reduce recruiting costs and improves employee retention
- Provides employers a cost-effective opportunity to train interns for up to twelve weeks

WORK OPPORTUNITY TAX CREDIT (WOTC) is a federal income tax benefit administered by the U.S. Department of Labor (DOL) for employers who hire individuals from specified target populations. WOTC reduces a business’s federal tax liability, serving as an incentive to select job candidates who may be disadvantaged in their efforts to find employment. The main objective of this program is to enable individuals to become employed, earn a steady income and become contributing taxpayers. WOTC joins other workforce programs that help provide incentives for workplace diversity and improve access to good jobs for American workers.
FIDELITY BONDING service helps at-risk job applicants get and keep a job. We offer free fidelity bonding services to reduce employers’ concerns about hiring at-risk job applicants who cannot be bonded through other sources. For this bonding, Union Insurance Group issues an insurance policy that protects the employer against employee acts of dishonesty such as larceny, embezzlement, and theft.
SKILLS FOR VETERANS initiative dedicates $1 million from the Skills Development Fund to address the training needs of post-9/11 veterans returning home and entering the Texas workforce. Skills for Veterans will enhance the skills of veterans, which will benefit Texas employers. Employers who hire post-9/11 era veterans, especially those who served in Operation Iraqi Freedom/Operation New Dawn or Operation Enduring Freedom, may be eligible to participate in this training opportunity.
All private businesses, including private, nonprofit hospitals, can apply to TWC for training offered by their local community or technical college, or the Texas Engineering Extension Service (TEEX), to upgrade the skills of newly hired veterans. We review the applications and work with the college to fund the specific courses selected by businesses for their employees.
SKILLS DEVELOPMENT is Texas’ premier job-training program focused on job creation and retention. By providing grants to community and technical colleges to customize programs for businesses training new workers or upgrading the skills of their existing workforce, Skills Development successfully merges business needs with local job training opportunities.
SKILLS FOR SMALL BUSINESS finances tuition and fees for community and technical college courses for current and newly hired employees of small businesses (fewer than 100 employees) in Texas, successfully merging small business needs and local training opportunities into a winning formula for putting people to work in Texas.
